Project overview

Extended the real-time heading-tagging pipeline so every parsed filing is tagged against topic tables, including during reprocessing: replicated the topic tables from the central database to each processing server, made the standardization tool read from a selectable source table, and stopped documents with empty parsed output from being sent for tagging. Also aligned table tagging with each filing's heading tag.
